Feking, 3rd. February, 1903.
With reference to the seizure of coal by the Viceroy and my
telegram to Hongkong of 24 January, which was repeated to you, the
Viceroy has, I believe, received telegraphic instructions from the Wai
Nu Pa. If the coal has not yet been released, you should make one
more request to the Viceroy in writing and inform me by telegraph of
his reply.

What are the obstacles to prevent any one entering the
premises and removing the coal, should the Bank desire to do so?
Kindly inform me exactly in what manner the Viceroy has attached the
coal, and what persons he has placed in charge.
